THEORY AND PRACTICE OF CMEA COOPERATION by SÁNDOR AUSCH D. Sc. (Econ.) Scientific adviser of the Institute of Economics of the Hungarian Academy of Sciences Based on voluminous theoreti­cal and statistical analyses, the author—who was counsellorof the CMEA (Council for Mutual Economic Assistance) in Moscow in 1949 and 1962-64 — exam­ines the forms, methods and content of the economic co­operation between the Euro­pean countries belonging to CMEA. He reveals the actu­al situation and the results achieved, and outlines the condi­tions under which cooperation could be more efficient. Attention is given primarilyto the methods applied by the in­dividual member countries for controlling their planned econ­omies, since the author believes that the objective laws and limits of their cooperation, and also the difficulties resulting therefrom, are mostly due to the system of centrally issued directives binding on each indi­vidual unit of economic activity. While analysing these inter­relationships, the author at­tempts to outline a specific “economics of CMEA coopera­tion”.
