Ausch Sándor: Theory and practice of CMEA cooperation (Budapest, 1972)
THEORY AND PRACTICE OF CMEA COOPERATION by SÁNDOR AUSCH D. Sc. (Econ.) Scientific adviser of the Institute of Economics of the Hungarian Academy of Sciences Based on voluminous theoretical and statistical analyses, the author—who was counsellorof the CMEA (Council for Mutual Economic Assistance) in Moscow in 1949 and 1962-64 — examines the forms, methods and content of the economic cooperation between the European countries belonging to CMEA. He reveals the actual situation and the results achieved, and outlines the conditions under which cooperation could be more efficient. Attention is given primarilyto the methods applied by the individual member countries for controlling their planned economies, since the author believes that the objective laws and limits of their cooperation, and also the difficulties resulting therefrom, are mostly due to the system of centrally issued directives binding on each individual unit of economic activity. While analysing these interrelationships, the author attempts to outline a specific “economics of CMEA cooperation”. The present work differs from other analyses relating to this field in that that, instead of simply taking notice of the declared political and economic intentions of CMEA cooperation, the author systematically tries to point out the objectively pos-
